Yes, with your new computer linked to your Apple ID, and iCloud on your new computer, you may be able to see and download the files you want.

Welcome to the Apple Community.
where some of us do our best to help each other troubleshoot :-)
Wondering if the new computer is also a Windows PC,
and
which Operating System is installed on it.
You may need to first log-into your Apple ID on your new computer.
That should add your new computer to the list of approved devices (max 5 devices at a time.)

You might want to first check that your iCloud files from the old computer are still ok, ready for you to download,
You could do this by logging in (on the internet) to your iCloud.com account with your Apple ID.
(Eg: You may be able to click on an app (the Photos app,) and see your files.)
If your iCloud files are ok:
Seems next thing would be to download the "iCloud for Windows" app to your new Windows computer.

Thanks for answering my rather confusing question. As you can tell, I am computer illiterate! I found my new PC and my old PC on Apple ID; Devices, but I don't know how to open the old files to load them to the new computer. Both are Windows. I think one was 6 and the new one is 10 or 11.
I am reading the info you sent, but I don't know if I have to open an Icloud drive in this new computer? When I click on start, there is no icoud icon.

My old computer just has a black screen, so I can't do anything on it. I did follow your instructions and download the iCloud onto my new computer. Not sure if that should be able to find my old files, so I can transfer them to new computer. ?
