iPhotos to Photos

I'm trying to import photos from iPhoto to Photos but the Photos App doesn't open the iPhotos App when I open Photos while holding down Option key. The iPhoto App icon is visible but not available to open.

Photos will automatically import your iPhoto library contents when you launch Photos with the option key and select the iPhoto Library entry in that dialog. It does not need to launch the Photos application for this migration to take place.

The iPhoto application is not even supported if it is older than version v9.6.1 on macOS 10.10 or later.
