screenshot app doesn't work, leaves light rectangle on screen, everything behind is dark.

Same issue here. It suddenly started while I was using Big Sur on my MBP, and has persisted after updating to Monterey.

The issue is when I use Cmd-Shift-5 to select a region of the screen to capture. The expected PNG file is not saved to the Desktop, and the area outside the area I selected for the screenshot stays dimmed. The only way to get the screen back is to reboot which, of course, is incredibly disruptive.

Switching spaces, doing another screenshot attempt, hitting the hot corner that activates my screensaver does not clear this issue. Subsequent screenshot attempts using Cmd-Shift-4 or Cmd-Shift-5 do produce a screenshot PNG on the Desktop, however, it's inflicted with the light/dim effect that was left from the initial attempt. The light/dim areas are also shown when doing a whole-screen screenshot using Cmd-Shift-3.
