Bearing in mind that, due to hardware (CPU/RAM) incompatibility:

an iPad Mini 1st generation cannot support iOS versions past 9.3.5
an iPad Mini 2nd or 3rd generation cannot support iOS versions past 12.5.5

identify your model:--> Identify your iPad model - Apple Support

then see these instructions to update your device:--> Update your iPhone, iPad, or iPod touch – Apple Support
