I have an iPad Air iOS 12.5.5 and can’t update to 13. Is my iPad to old or is there a way to update it.

If you got to settings - general - software update and it says you're up to date, then your ipad is too old.
You will need to purchase a newer ipad that is compatible with the newest ios.
