Apple TV choppy after 15.3 upgrade when screen mirroring from ipad

I have 4th Gen Apple TV 15.3 and i[ad pro 12.9 5th Gen upgraded to 15.3.

After the 15.3 the screen mirror now is choppy. This happens when mirroring a zoom meeting or viewing a Vimeo inside safari.

This all worked before the update to 15.3. The network has not changed and has no interference. The network is 5gz and both iPad and Apple TV show full signal strength.

when I screen mirror directly to the Samsung TV device the video and sound is perfect. This happens specifically from apple to apple eco system.
