I have 35,000 photos in my IMPORT folder in my photo library. If I delete all those photos that have been imported, but still in my “IMPORT” FOLDER...WILL that free up space in my photo library...
OR are those thumb files in my IMPORT folder?

They are just a differerent view of the library. They are not duplicated images, just the same images as in your library but displayed in order of import. Photos only ever keeps one copy of each file, and displays it in all the different places, including albums.
If you delete them from imports, they will also be deleted from the library.
