Limited Safari General Preferences Available

Helping my dad with an issue. Hi MacOS is up to date and Safari is rev 15.2. In Safari preferences, he only has two options (boxed on screen shot) when it comes to what Safari opens at startup. Please see the attachment. Any thoughts? I trashed all com.apple.safari.plist files.

Thanks for joining us in Apple Support Communities! We understand you're asking about the available options for what Safari opens with in General Preferences. We're glad you're here, and we can help.


"Choose how each Safari session starts: with a new window, a new private window, all the windows from your last session, or all the non-private windows from your last session."


With that said, the options you're seeing are expected and nothing appears to be missing. Have a look at this link to learn more:

"If you don’t see this option, choose Apple menu > System Preferences, click General , then make sure “Close windows when quitting an app” is selected." Check this setting and let us know if that helps. Learn more here:
