Can I use the speakers on an IMAC when plugged into the 3.5 mm jack?

I am configuring out new IMAC 24" for a hearing challenged person. We need to keep the internal speakers operational while the hearing assist device is plugged into the 3.5 mm jack. Is this possible?

Alternately, can I install a USB-C <> 3.5 mm converter and separately control it as an output device?
