"Numbers for iCloud  is a web app for creating and editing spreadsheets on a Mac or Windows computer (using a supported browser). Spreadsheets you create in Numbers for iCloud are automatically available in the Numbers app on any Mac, iPhone, or iPad that’s signed in with the same Apple ID."

Intro to Numbers for iCloud - Apple Support

Numbers on iPad is the actual Numbers app on the iPad. You wouldn't go through a website to create spreadsheets.
