Family sharing issues.

My spouse and I share 200gb of iCloud space that she is the organizer. I share Apple Music with her and my Apple Card is shared for purchases. I want to upgrade to Apple one for the bigger space and the other services and want to share with her but want to be organizer of the family share. How can we make this switch without losing our data on the existing iCloud storage?

If your underlying objective is to change Organizer, you have to disband the current family and set up a new Family group with you as the Organizer.

Although some people talk about Apple keeping data for a short while, I think what you may need to do is make sure that you have continuous coverage while doing this. This might become fiddly with you having to subscribe to iCloud while part of her family, then you leaving the Family and upgrading to Apple One, then her keeping the current upgraded iCloud storage while disbanding the old family after you leave, then you inviting her to your Family when she no longer has her Family going, then her discontinuing her iCloud storage (if it doesn't automatically cancel it when she joins you in Apple One).
