You cannot sign a device into iCloud and not have it become a trusted device. That’s how trusted devices works - the act of signing into your iCloud account on the device automatically adds that device to your trusted devices since it is now activation locked to your AppleID.
And yes, every time you remove a trusted device, you sign yourself out of iCloud on that device. The next time you try to sign into iCloud on that device, you will need a 2FA code to do so.
So you cannot accomplish what you’re trying to. Signing into iCloud on any Apple device makes that device a trusted device. There is no option to that result.
