You can't. An iPad running iOS 9.3.5 is an iPad 2 or 3, released now a decade ago. It is too old, too under powered, and lacks the hardware necessary to run anything higher than iOS 9.3.5. If you need the newer iPadOS versions, it's time to retire your very old iPad at this time for a newer, more modern iPad.
