if other devices in your house are not getting to CNN over your home network and your phone can get to other sites on safari it could be CNN's back-end services are busy or unreachable; or sites used by your ISP to make hop to servers that get you to CNN are unreachable because of hurricane. Try again later or reboot your phone and see if it helps.
