Finder window not appearing to save files

Hello! I have a MacBook Air that has been having this issue for a while and it happens over multiple applications. Sometimes when I try to save or download a file, the finder window would not appear to save the file. This seems to happen randomly like it would be working and then suddenly stop working a few minutes later. This has happened on Adobe illustrator, photoshop, and Chrome. The Finder application is still responding because I can open it manually but it just doesn't appear from another application to allow me to save and name the file. And it would work on illustrator but not photoshop or vice versa. The only way I'm able to resolve the issue is to restart whatever program I was on but that's at the risk of losing my unsaved files. Please help!

It may be the application trying to save the document does not have a write capable folder selected in the save dialog box. Make sure the folder in question is write capable. If you bring over documents on a flash drive formatted for some PCs, the NTFS format is read only.

Certain system folders, and folders outside of your Hard drive -> Users folder are not typically writable.
