text clippings broken in ventura

Installed Ventura. Text Clippings (which I use a LOT) now generates an attachment rather than moving the text.


Here's how: When I drag one of my Text Clippings into the body of an email I'm composing, it is supposed to insert the clipping text into the body of the email. It's always worked this way before. Now with Ventura, that same action creates an attachment with the name of the Text Clipping. This is an email bug; it still works as before when I drag a Text Clipping into TextEdit.


The workaround is to double-click the Text Clipping, Ctrl A, Ctrl C and Ctrl V into the body of the email. Four unnecessary extra steps. How best to submit this as a bug report to Apple Development?
