Using Shortcuts not Focus to auto reply text messages

Have a need at work for some of our users to auto reply to text messages to all users in their contact list. This doesn't always work well with Focus and thought Shortcuts would work better maybe? What I see with Shortcuts is the reply is always to one individual not to anyone who text. I basically want a shortcut that runs for any message coming in until I turn it off if that's an option vs deleting it. Then reply to the individual, whomever they are (preferably if in the contact list sync'd from exchange) and send a canned message.
