Waiting to upload on folder

what does ‘waiting to update’ mean in iCloud Drive folders. There is no file in it pending uploading still this appears on the folder in iMac M1 2021 , macOS Ventura Version 13.0.1

This would imply the User has Logged into www.icloud.com with their User ID - correct ?


Has the user made a change to a file on the computer ( Large Change ) and the Changes are still be uploaded to the iCloud Folder


iCloud is a conduit to have files on iCloud so that changes made on one device is uploaded to iCloud and will be reject to all other devices that are logged into the same Apple ID account and signed into iCloud.


Copies of the files on iCloud are also on the Internal Drive so that when Internet Connections are not available, the set can still work on the files.


Once Internet Connections are established again, the changes are upload to iCloud.
