I’m not trying to set up macOS, I’m trying to move move my backup, so I can continue with the same backup on a new disk.

Run Migration Assistant from the new disk. Select the option to migrate from a Time Machine backup and then connect the Time Machine drive from which you want to migrate. This is best done on first boot from a new computer or drive just after a brand new MacOS has been installed (e.g. the computer is new or the drive was replaced and a fresh MacOS installed) and before any users have been installed. If you have already installed a user with the same name as existed on the Time Machine backup, take care to avoid duplicate users.
