problem with iCloud

Hey, I've got a problem with my iCloud. It downloads staff without my permission, it does it on its own and downloads files that should be only available online on iCloud not on my MacBook memory. Is there any reason for that? Or any solution not to download everything on my MacBook?

Thanks

MacBook Air 13″, macOS 12.5

iCloud is primarily a synchronization service, not offline storage. Your files will automatically download. If you elect to optimize storage, the files will download unless space becomes necessary on your device at which point your oldest/largest files will offload in favor of the cloud only but will download again should space become available again
