I'm 18 and when I try to download apps, it says that I have to ask permission to buy it, even if it's free.
In my dad's family settings, (he is the organizer) under my account, there is no setting for ask to buy. The only setting is to make me a parent and showing shared purchases. I do not have a parent assigned to me either, and there is no option to assign one.

You might want to see if there are restrictions still set in screen time:

Screen time is disabled on my phone, and there are no other restrictions set.
I am signed in with my Apple ID, the password setting is set to not require a password, and none of the more info helped.

Wondering if you are checking only on your own phone ...
maybe it is a screen time or other setting on a parent's phone ...
What setting affect family members outside of family settings?
There may be other devices, computers etc. that still have older settings in place
The birthdate in your Apple ID should match your 18 year old status
Would iTunes on windows retain that setting?
We are all Apple users, like yourself, in this community.
