I want to sign in with different Apple ID
Why is it that it’s not easy to sign in to my Apple ID if the person who was using the phone before handling the iPhone to me or different person.

Apple mobile devices are to be used by one person at a time. If you want to exchange users you need to entirely erase the device so the other user does not have a previous user's information on the phone. See What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
Note that when they sign in they essentially become the "owner" of the device. If they refuse to sign out and return the phone to you there is little you can do about it.
