I am having this problem recently where the quick action for converting images (right click-quick action-convert image) is not working. Returns an error that the action cannot be performed.
I’ve restarted the Mac, contacted Apple support, tried in safe mode, and reinstalled the MacOS.
None of that fixed it.
Any ideas?

Interesting, "siriactionid" is not listed in Full Disk Access in my Ventura installs.
To anyone looking a solution for the same problem:
Make sure this is turned on (Allowed) in the settings:
Settings -> Privacy & Security -> FULL DISC ACCESS -> siriactionid
I am not sure why it was turned off (not allowed) for me but once I allowed siriactionid full disc access, the quick actions (and convert image specifically) work without a problem again.
Doesn’t matter the format. Heic, jpg, png….
It was working for me until recently. Then started to give me this error that the action cannot be completed. So far nothing has been able to solve the problem.
What format are the images you are trying to convert and what happens when you've tried?
