iPad Mini not seeing safari iCloud tabs from iPad Pro

I bought a new iPad mini and restored from a backup of my iPad pro. I am keeping my pro as well so I made sure not to erase it. I am having trouble seeing iCloud safari tabs for my iPad pro on my iPad mini. My iPad pro can see the tabs for both my phone and my mini just fine. My phone can also see the tabs for both my pro and my mini just fine so I know that the iCloud tab syncing is working. My mini can only see the tabs for my phone, it does not see any of the tabs on my iPad pro. Any suggestions on how to get them to show up?

Assuming that both iPads have been updated to iPadOS 16.x, if you are having issues with iCloud tabs not appearing on your devices, you may resolve the problem by deleting a single cookie from device(s) that are not correctly showing your iCloud tabs:

Settings > Safari > Advanced > Website Data

Using the Search box, enter cdn-apple.com

The cookie should be found; swipe to the left to delete the cookie from your saved website data. After deleting the cookie, force-restart the device(s):

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

After restarting, you may need to wait for a while for your iCloud Tabs to appear in your Safari sidebar.
