Ringtone purchased but can’t download

You might need to check through the ringtones already on your iPhone:

Eg: In the article below:

"Buy ringtones from the iTunes Store" says there were two download options:

(5) Choose an option to automatically set the ringtone.

Or

tap Done to decide later."

Use tones and ringtones with your iPhone or iPad
