My Reply/Reply All/Forward mail buttons have disappeared from the tool bar. When I hit Customize Toolbar -the icons jiggle but the menu of ones to add does not appear. They just stay jiggling and unusable until I restart the Mail program but the reply etc options remain missing.

Sadly, yes but to no avail.
Have you tried a simple restart? If no, do so and retest.
