Someone else ask this question a few months ago, but I can’t reply to their question and I didn’t see an answer.
Just upgraded to Ventura, and I can no longer enable messages on iCloud. There’s no option to enable it.
I have no option to “Enable Messages in iCloud” on my Mac; why is that and how do I fix it?

If you go to System Settings > Click your your name (Apple ID) at the top > iCloud > iCloud Drive > Apps Syncing to iCloud. Verify if messages is enabled there.
That has always been in the Messages app preferences.
For Ventura, go to Messages menu and select "Settings…"
Then, click on the iMessages tab.
