They stole my phone and even though I had turned on the lost mode, after turning on the phone and finding the location, they were able to factory reset the phone.
Now I want to know if they can easily use it with a new Apple ID without any restrictions?

As long as you put it into lost mode and did not remove it from your account, or turn lost mode off, they will not be able to use the device at all. It will be in activation lock and they cannot bypass it.
