Go to > How to download and install macOS - Apple Support

Click on the High Sierra 10.13 download link and install High Sierra.

Then from High Sierra try going up to Catalina or Monterey.

FWIW the Early 2015 MacBook Air tops out at macOS 12 Monterey.

If you get an error message like "Item not available in the U.S. Store" when you click any of the download links, the real cause may be that you're using a Web browser other than Safari. Apple hints at this ("If these links don't work as expected"), but doesn't describe how misleading that error message can be.

Using Safari as your Web browser (and default Web browser) while updating is the way around that problem.
