How to keep files within iCloud Drive downloaded locally on iPad

Can’t seem to find a way to keep my iCloud Drive files local. This is rather annoying when going off the grid. You click the “download all” button on the file you want before you leave for your trip when once away from reception you notice the iPad deleted the local download. My work around is to make a copy of all my files from iCloud onto the iPad local files folder, do my work, and once back on the grid, cut and paste all my files into iCloud Drive to override. This is defiantly not ideal. Any native solutions to this?
