I have 1TB storage with only 300GB used for photos. iPhone keeps optimized versions on the phone and the originals in iCloud. I have 700GB free space on the phone, how can I make use of that space so that recent photos are stored on the phone as originals? Especially when using Raw format, it takes too long before the original photo is downloaded from iCloud.

Once you enable "Optimize iPhone Storage", it is fully automated. There are no settings to control its activity and no direct visibility of what it decides or how. We can only infer what it is doing and what behavior of ours might affect its operation.
In your case, since you have twice as much free space on the phone as the total size of your photo library, you could just use the "Download and Keep Originals" option and have all of your photos on the phone in full resolution. You can always go back to "Optimize iPhone Storage" later if you think you might get closer to filling your phone storage.
