I have the Ultra 1 updated got latest IOS. Weather complications are not showing on the watch face. After I reboot, they show for a short while and then go back to bland space. All location has been enabled, so the watch knows where it is. When I press the complication, the weather comes up

I had the same problem with the sunrise/sunset. Tried the delete/re-add complication etc but this didn't work. What did work for me was the following (and it only resets the location data):
This worked for me as a couple of seconds later the sunrise/sunset reappeared. One draw back, only a minor irritation, is that some apps will ask to allow location data sharing again.

It's a known ongoing issue and will likely require an update to watchOS to solve.

This is in the Settings app on the phone.
This is not in the Watch app on the phone.
It was the location settings on the phone that fixed the watch complication. I should have read that through 🤪
