Where can I download iOS15 when I only have iOS 17 option in Software update

I want to upgrade to iOS15 instead of iOS17. But i only have iOS17 as the only option under software update. Where can I get it?

iPhone 11, iOS 14

You can't choose an intermediate iOS version for your unidentified iPhone model.

When you decide to update it, it will get the latest supported iOS version.
