why cant I download loklok app on my phone?

Correct. It is no longer available in the App Store so you will not be able to download or redownload it. Contact the developer as they would know why. Either the developer removed it or Apple removed it and provided the developer the steps they would need to take to be inline with their Submission Guidelines. Apple does not provide any information on reason for removal or communication they have with developers, only the developer can share that if they wish.
Simply doing a Google search on the app reveals that many countries have filed copyright lawsuits against the company, so it would certainly be possible that there was some copyright infringement that would obviously lead to removal, if that was the case.

I downloaded loklok last January and today I uninstalled it because there was a problem but when I was about to install it again I can’t find it on the AppStore
