I tried opening my billing and shipping address and I fill in my bank details under my credit and debit card ,but it keeps saying pls contact iTunes support for transaction. I don’t know what to do

A little more detail please. Are you trying to buy something in iTunes? If it is a Movie it needs to be purchased on AppleTV app.
Where are you trying to edit your banking and shipping info? Normally you would do this in Apple Wallet. To add debit and or Credit Card info see the Apple Support link.

First I will Iike to thank u for replying, but the things there is that I open a new iCloud and I need to fill my some kind of payment and shipping form in my iCloud and without it I can’t download any app on my App Store I tried filling it with my bank details and all of that but it is not just working
