This appears to be a plain USB-C dock that drives some, or all, of its outputs using a second-class workaround, rather than using your Mac's native hardware video output.

I clicked on the "View and Download Software" link. There are references to DisplayLink in the Quick Start Guide, and there are DisplayLink downloads under the Driver and Other tabs.
I would guess that you have installed the DisplayLink drivers for Windows on your PC – but have not installed the DisplayLink drivers for macOS on your Mac. Note that the software on the Targus site appears to date from 2022 and 2023, and there is no mention of Sequoia. It is possible that if you were planning to use this dock you would want to obtain drivers directly from Synaptics.
My preference would be to get a better dock, one that runs off native hardware video output. The Dell P2219H is a 21.5", 1920x1080 pixel monitor with DisplayPort, HDMI, and VGA inputs. There are many plain USB-C docks on the market that do not cost an arm and a leg, and that could drive this monitor in a proper way.
