How can I re-set up this iPad so I can give it as a gift to a family member in another country? I have erased everything and am trying to reset it up for them to a point before I send it but it will not accept their Apple ID and Password.

Are you seeing an Activation Lock?
If so, if you are the original owner, contact Apple. Apple can remove the Activation Lock if provided the required paperwork. Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)

Also the iPad has locked up and the options are Unlock by email, and Answer security questions, neither of which works. Meaning that when I push on either of them nothing happens. I am so frustrated that Apple is not allowing me to take my information off this computer.
