I'm assuming that you have already checked the HP support site for any driver updates for this printer? I just checked and it appears that they released v5.1 on 10/25 that support macOS Catalina.

Do you have an HP printer? If so, this relates to an outdated signing signature on the HP software that would need to be updated.
Thanks, It is an older photosmart C4600 and I can't find a driver for Mac Catalina 10.15.
