Can't install macOS Big Sur. Error message 'Could not create a pre-boot volume for APFS install'. Have tried multiple times. Impacting my use of certain apps now. Please help!

Start up from macOS Recovery

Command (⌘)-R
Install the latest macOS that was installed on your Mac.
Option-⌘-R
Upgrade to the latest macOS compatible with your Mac.

It's a 2017 iMac (Retina 5k, 27 inch)
Just did a erase of HD and reinstall of Catalina, upload the HD again through Time Machine, then went to try update software to Big Sur and same issue. This was the recommendation from Apple...Back at the start again with the same problem.
What yea iMac is it?
Some older Macs need MacOS Extended Format to start out with & allow the Installer to convert it to APFS.
