Is there a way u can split view horizontally? To watch a video and take notes with the iPad Vertically, for example. Cuz multitasking in horizontal positions with videos take too much space and there is no Picture in Picture on YouTube or others..

Other than picture-in-picture windows, iPadOS Multitasking only accommodates side-by-side windows in Landscape screen orientation - as either Split View or Slide-over View.
Stacked over-under views are not supported.

Apple do invite constructive comments and feature requests via their Product Feedback portal:
