I can no longer swipe up to close an app on an iPhone 12

I can no longer swipe up to close an app on an iPhone 12. The app is stuck open. Trying to do a shut down holding the volume buttons and the button on the other side has called 911 twice. It will not connect to a Mac to do a restore as well. It is just stuck. I can swipe down to get notifications and turn on and off Wifi and bluetooth.

It will not connect to a Mac to do a restore
