Device storage problem

I bought my MacBook in 2017. My computer's capacity is 128GB and I recently bought an iCloud drive 2TB. Unfortunately, an error occurred stating that my old files could not be downloaded again, and I had already purchased 2TB. I urgently need to download my old files and I hope you to resolve this issue as soon as possible.

Did you consider to buy an external drive, connect it to your MacBook Air, and copy the files from iCloud to that drive?
