I I have version 10.12.6 desktop, will I have to buy a new desktop in order to download the new quicken?

That would be Monterey, Big Sur or Catalina.
If your "desktop" is an iMac the following may help you determine whether it can be upgraded to Catalina or later:
The model year of an iMac is available at Apple menu > About This Mac.
