MacBook Air problem

I've tried every suggestion online and on Apple Support--but-- on my Macbook Air, Finder will not Force Quit. Relaunching does nothing either. I've never had this problem before.

MacBook Air 13″, macOS 13.0

Using Force Quit... on Finder:

You can't. What you are looking to perform is not an option. Force Quit... is not an option for Finder. All there is for Finder in Force Quit... is the button named Relaunch.

Using Force Quit... on Finder:

You can't. What you are looking to perform is not an option. Force Quit... is not an option for Finder. All there is for Finder in Force Quit... is the button named Relaunch.
