what size do you need for time machine external drive storage?

I am using a 16 gb Mac mini with 12.6.1 OS

Minimum, no. I recommend that you have at least twice the storage space available as what you wish to backup. ie. If you need to back up 1TB, you'll probably want at least a 2TB hard drive so incremental backups function.
