iMessage is set to always allowed but the button for audio messages does not work during scheduled downtime. They need to show the Audio Messages app in Screentime settings of iOS 16 so you can set it to always allowed.

Figured it out. You just put the phone up to your ear and it will automatically record an audio message.

You cannot send Audio Messages to an Android device.
This is not the problem.
