Sorry for your loss. I hope you're doing ok.


Regarding your deceased brother's equipment, most of it is protected by automatic encryption. For iPhone, iPad, and Apple Watch, unfortunately there is no way to reset the device passcode without erasing the device.


For Mac computers (desktops and laptops), you might be able to reset the login password using these steps. If FileVault (password encryption) was enabled on any of the Macs, you'll need a FileVault recovery key or the right Apple ID in order to reset the password: https://support.apple.com/en-us/HT212190


If Find My was enabled on any of your brother's devices, they likely have Activation Lock enabled. This prevents them from being reused unless the original Apple ID and password are provided. Apple can remove this lock and likely will if you can present a valid death certificate: https://al-support.apple.com/#/getsupport


Regarding your brother's Apple ID, Apple can provide you with direct access if your brother authorized you as a legacy contact, or if Apple receives an appropriate court order. You can also request that your brother's Apple ID be deleted if you have a valid death certificate for him.
