VoiceOver navigation issue in Numbers app on iPad with Magic keyboard

Ipad Pro 5th gen with Magic keyboard. In numbers spreadsheet, I am unable to move up and down the cells. When in the same spreadsheet using a Mac Mini, I am able to move up and down the cells using the direction keys. Why can I not do the same using the iPad?
