File box v.s. Trash can icon in emails

on my apple devices my incoming emails have either a trash can icon or a file box, not both, in the upper right.

What/who determines which?

iPad mini, iOS 12

The trash button moves it to the trash where it eventually gets deleted, while the other one archives the email but doesn't delete it. In most cases, it is better to archive mail than to move it to the trash.
