where can I find the camera icon in Notes on my iphone 6s. I have ios 13.3.1

I don't even have to tap on the screen to see the camera option when creating a new note. The Support Article previously referenced states: "Make sure that your iPhone, iPad, or iPod touch has the latest version of iOS." iOS 13.4 is the latest release, but I don't understand how that would make a difference. Other than that, could you post a screenshot?
I was just playing with my notes app and had the screen that you have. When I tapped on the blank page, I got the option to select all or insert photo. When I tapped on insert photo, it took me to my photos app where I could choose any photo. Is that what you are looking for?
According to: Use Notes on your iPhone, iPad, and iPod touch - Apple Support
"To add a photo or video, tap in a note, then tap 
. You can tap Photo Library to add an existing photo or video or you can tap Take Photo or Video to add a new one. Tap Done, or Use Photo or Use Video."

Hi kb, I suspect the OP is seeking the screen as shown in the screenshot by Ferd II above. That is also the screen showing on my phone with iOS 13.3.1. I am unable to find a method to change it to the view of the OP's screen, which looks more like the Notes app in iOS 12.
YEA!! You rock...I have both Notes in Gmail and Notes in iCloud. When I opened a new note the latter and tapped the screen, the icon tool bar came up. Problem solved!!

Thank you for answering. However, when I open a new Note, then tap on the body I don't see the tool bar with the camera icon. If I could see it I would be able to do the scanning to a PDF.
Please check the version of iOS at Settings - General - About - Version = ???
Sorry, I updated to ios 13.4. The screenshot above is what I get. There is no toolbar above the keys like everyone says there should be. :(
I have iOS 13.4 and my note app looks like the screen shot the OP posted. Maybe this is something new with the update. I never really paid much attention to how it looked.
Have you updated your Notes app (you do so within the app) and are you keeping notes in iCloud?
To use the latest features of Notes, make sure that you set up Notes with iCloud or have notes saved on your device. Many Notes features won't work with other email providers.
